Position Information New Hanover County is seeking a Health Educator to join the Public Health Department. This role will assess community needs related to public health education, develop and implement public health education programs on various topics to meet those needs.
Job Responsibilities - Develops educational strategies; prepares training materials; and delivers presentations to the community.
- Conducts data research and interpret and analyze data trends to identify best practices for delivering interventions.
- Develops, implements, and adjusts program goals and policies, as necessary.
- Coordinates the Safe Kids coalition through injury prevention programs and interventions, including car seat safety, water safety, bike safety, fire safety, medication safety, and other various areas.
- Assists with planning and implementing the Integrated Targeted Testing Services (ITTS) Agreement Addendum with North Carolina Department of Health and Human Services and other community partners, which is done through condom distribution, STI testing, and providing education and medical referrals for at risk individuals who would not normally get tested.
- Designs and produces basic educational and promotional material, such as brochures, postcards, and flyers for other Health and Human Services Program Areas.
- Plans, creates, and manages county agency social media platforms to engage community on various topics and education.
- Supports public health student internships/volunteers to include selection, providing appropriate training, and observing work.
- Performs community outreach and public relations duties by visiting community groups and organizations and delivering presentations on health issues.
- Participates in planning and implementing community activities through committees involving other agencies.
- Participates in ongoing training by attending seminars and programs on current health education topics.
- Assists with grant writing and budget preparation to include implementation of grants, provides data as required for compliance with grant guidelines, and completing reports.
- Compiles periodic reports on health data and program effectiveness.
- Participates on boards and community coalitions, both locally and regionally, to coordinate health department participation and support in strategic planning, and implementation of community programming, events, and training related to the Healthy Communities Agreement Addendum, Health Equity, Substance Use Prevention, Tobacco-Free Living, and Child Injury Prevention.
- Works with other Health Educators and Health Education and Emergency Preparedness Supervisor to develop Community Health Needs Assessment, Community Health Improvement Plans, and interim State of the County Health Reports; and to ensure local health department accreditation standards are being met.
- Performs work with regular and predictable attendance consistently meeting the scheduling needs as required by the county.
- HIV/STI Outreach Program Management: Oversee the daily operations of the Integrated Targeted Testing Services (ITTS) program, including outreach event planning, treatment coordination, PrEP referrals, data entry, and condom distribution.
- Community Health Needs Assessment (CHNA) Support: Assist in developing the CHNA, Community Health Improvement Plan (CHIP), and interim State of the County Health (SOTCH) reports, including data analysis and Scorecard development.
- Educational and Promotional Activities: Create and deliver informational materials and presentations on health topics, support health department programming, and manage social media and website content.
- Community Collaboration: Partner with local groups for grant opportunities and participate on boards and coalitions as appropriate.
- Performs work during emergency/disaster situations.
- Performs other duties of a similar nature or level.

Hours: 8:00 AM - 5:00 PM, Monday through Friday. Schedule will include some weeknights and weekends as needed. Must be available to work during emergency situations.
Compensation: The current hiring range for this position is
$46,360.00 - $62,585.50 + a competitive benefits package. Salary will be determined based on qualifications, internal equity, budget, and market considerations.
Applicants who meet the required minimum education but lack the required experience may be considered, and if hired, will be paid at least the trainee rate of
$44.152.00 and will remain at a trainee rate until the minimum experience qualifications are met

Qualifications - Bachelor's Degree in Health Education, or related field, and two (2) years of related health education experience; or an equivalent combination of training and experience sufficient to successfully perform the essential duties of the job such as those listed above.
- Knowledge of techniques for effective presentations; basic human anatomy; general medical terminology; public health disease concepts; community healthcare resources; group dynamics; substance abuse topics; media and advertising guidelines; pregnancy, contraceptive, maternal health, injury prevention, and childcare issues.
- Skilled in gathering and analyzing public health data; preparing and delivering presentations; presenting information to adolescents and other groups; writing newsletters; managing library resources; developing and implementing public health programs; preparing appropriate news releases; interviewing clients; using a computer and related software applications; and communication, interpersonal skills as applied to interaction with coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
Licenses/Certifications - Valid North Carolina Driver License required by first date of employment with good driving record.
- Certified Health Education Specialist (CHES) is preferred, but not required.
